RTI (Right to Information) - GET OUT ?!!
RTI is a complete FARCE in Assam (and everywhere else in India, I am sure) because corrupt government officials do not want to admit their corruption unless forced to confess. In theory, any citizen of India can submit an RTI application to the SPIO (State Public Information Officer)/CPIO (Central Public Information Officer) - the RTI officer in every State government office/Central government office - on payment of 10 rupees by cash at the office (the RTI applicant is given a receipt) or more conveniently by attaching an Indian Postal Order (IPO) for Rs. 10, mentioning the IPO number in the RTI application. If the SPIO/CPIO does NOT provide the sought information within a month (which is always what happens), the RTI applicant should complain to the First Appellate (who is the boss of the government office, for example a Director) who is expected to give - but generally does NOT give - the RTI applicant the information sought by him/her within a month of receiving the complaint from him/her. When the First Appellate does NOT provide the information sought under RTI Act, 2005 - note that more than two months have already passed (if you add the time spent in to-and-fro postal transit) - the RTI applicant should complain to the Second Appellate - the Chief Commissioner of State Information Commission (in Guwahati, for the state of Assam)/Chief Commissioner of Central Information Commission (in New Delhi) - I have noticed that in Assam, the State Information Commission generally takes two or three months to respond (if at all) - a shocking waste of time in total, whose deliberate intention is NOT to give the information on corruption sought by the RTI applicant by making him/her tired of pursuing the information he or she wants about corruption - an RTI hearing is then held at the State Information Commission where the RTI applicant and the delinquent SPIO and First Appellate are asked to be present. If the SPIO and First Appellate are found guilty of withholding information, a fine may be imposed, and an order is passed to give the RTI applicant the information sought by him/her, setting a deadline. It should be obvious that an RTI applicant must have a lot of patience to get the information he/she seeks about corruption in government offices. (An RTI applicant can get photocopies of documents in government offices, such as pages from office files, with an additional payment of money by cash or IPO, the amount of money to be paid depending on the number of pages to be photocopied; some years ago, the payment for photocopies was 2 rupees per page of document photocopied.)
I once sought information by persistently following the very tiresome and time-consuming route: SPIO - the First Appellate (Director) - Assam Information Commission - but I was still NOT being given the information I sought under RTI. Then I informed the then President of India, and in response the President's Secretariat sent a strong letter (with the title in red ink) to the Chief Secretary to the Government of Assam, and consequently an RTI hearing was held in the office chamber of Chief Commissioner of Assam Information Commission (Mr. Ranjit Mooshahary, who later became the Governor of Meghalaya, was Chief Commissioner of Assam Information Commission at that time) where I confronted SPIO (Mr. Zakir Hussain) and Director of Employment and Craftsmen Training (Mr. Moloy Bora, ACS). Mr. B.K. Gohain, a retired IAS officer who, I heard, was adviser to an ex Chief Minister of Assam, who was Commissioner of Assam Information Commission, who was present at the hearing, told Me: "আপুনি ইমান বেছি প্ৰশ্ন সুধিছে কিয়?" I retorted: "RTI এক্টত limit আছে জানোঁ কিমান প্ৰশ্ন সুধিব পাৰি?" He ordered: "GET OUT!" I did not give a damn and kept on sitting on My chair in total disregard of the corrupt IAS scoundrel. বেলেগে চাগৈ হাতজোৰ কৰি ক'লেহেঁতেন: "ক্ষমা কৰিব চাৰ," বুলি ৰুমৰ পৰা ওলাই গ'লগেঁতেন - মই IAS চোৰটোক পাত্তা নিদিলোঁ - a very strong order was then passed by the Chief Information Commissioner asking the SPIO/Director to provide Me within a fixed deadline the information I wanted. Finally, I DID get the information I sought. I had FORCED the SPIO and the First Appellate (the Director) to give Me the information they had tried to HIDE from Me for about a year.
After serving as Subject Instructor of Mathematics/Workshop Calculations and Science at ITI, Guwahati, for ten years, I was transferred to ITI for Women, Guwahati. When I joined ITI for Women, I was surprised to find that the fans in the classroom of the young Draughtswoman students were NOT running (it was summer and uncomfortably hot), the class blackboard had turned almost white, and the large laminated desktops for drawing practice had become unstuck. I was shocked and asked My students if they had not informed Mrs. Mousumi Sen, Superintendent of ITI for Women. The girls told Me that they were scared of her and did not dare to complain to her. I personally brought an electrician to repair the fans and paid him out of My own pocket, personally bought black paint and requested a helpful office peon to paint the practically white blackboard into a BLACK board again, and also bought glue and asked the same helpful peon to stick the laminated tops to the drawing desks of the girl students. When the Assam Tribune reported on its front page that I, Kishalay Sinha, a resident of Tarun Nagar, Guwahati, had informed the late Dr. A. P. J. Abdul Kalam, who was the President of India, about massive stealing of PM Package funds and World Bank funds meant for ITIs of Assam, and that the President had ordered the Government of Assam to investigate corruption in ITIs of Assam, the Director Khargeswar Kalita, ACS, needed some excuse to transfer Me to hilly Haflong ITI as "punishment" (I had served for eight years at ITI, Haflong, before I joined ITI at Guwahati). When afterwards I filed an RTI application asking SPIO Deputy Director Zakir Hussain for photocopies of office note-sheets connected with My hasty transfer to Haflong ITI after only two or three months at ITI for Women, Guwahati (at Rehabari), Mr. Zakir Hussain was finally forced, as detailed above, to give Me photocopies of the office file note sheets wherein he had written in his own handwriting the SHOCKING LIE that I had "RUINED" the academic atmosphere at ITI for Women, Guwahati. Shameless, unethical, unprincipled LIAR!
Thanks to the persistence of the dedicated staff of Prime Minister's Office and President's Secretariat, corruption in the ITIs of Assam was thoroughly investigated by Mr. A. N. Borah, ACS, an exceptionally honest and fearless officer who was Director of Financial Inspections, Assam, who submitted his report to the Government of Assam, which reported massive corruption in 13 ITIs of Assam Mr. Borah and his team had investigated. Mr. Borah reported the shocking fact that in all the ITIs, income and expenditure accounts were not recorded. Mr. Borah substantiated all My allegations about shocking corruption in ITIs of Assam. Google check করে দেখলাম - আমার অনুমান ঠিক: বানানটা তীর ! তীর লক্ষ্যে hit করেছে! আমি ছোটবেলায় প্রথমে English-medium missionary school-এ কয়েকমাস পড়েছিলাম, তার পর jump করে বাংলা মাধ্যমে Class 4, 5, 6 পড়লাম (আমি অ আ ক খ জানতাম না যখন Class 4-এ ঢুকলাম), আবার Class 6-এ first হয়ে English-medium Don Bosco তে পড়লাম from Class 7 onwards! যখন গৌহাটীর (গুয়াহাটীর) বাংলা স্কুলে ক্লাস 5 আর 6-এ পড়তাম, আমি সব সময় বাংলা বানান আর English spelling পরীক্ষায় (dictation হত) full marks পেতাম ! আমার খুব close অসমীয়া বন্ধু ছিল, তাই আমি অসমীয়া ভাষাতেও ওস্তাদ! (আমার খুব close কিন্তু কাল্পনিক sweet অসমীয়া lovers ছিল - past tense!)

"NOW SHOWING" is an unconventional term. NOW SHOWING = Live or Recorded? If LIVE, why not say "LIVE"? I guess NOW SHOWING is used as a synonym for Recorded!
I was HORRIFIED to read a newspaper report many years ago. According to that report, Sri Lanka had the highest number of fathers in the world who had sex with their daughters! How on earth did the researchers get that weird statistics? HOW did the researchers know which fathers fucked their daughters? Did they survey each country of the world to get statistics of the number of daughter-fuckers? Were the fathers biological fathers or step-fathers? An elderly Christian female preacher on GOD TV never tires of saying ad nauseam how her father had sex with her for many years. I read a newspaper report many years ago which was equally shocking: An Australian male scoundrel raped an old woman in her nineties! (By the way, I have read medical textbooks wherein it is stated that the female vagina is the most supple human organ which remains active and vigorous in females up to her nineties and beyond.) বেনচুৎ মাদারচুৎ কেবল অশ্লীল গালি বলে ভাবতাম তবে মনে হয় based on fact - মেয়েচুৎ শব্দটা যদিও এখনও শুনিনি, আজকাল মনে হয় এটাও fact of life - যম তার বোন যমুনার সঙ্গে sex করেছিল, Bible-এ উল্লেখ আছে দুই মেয়ে ওদের বাবাকে drunk করে বাবার সঙ্গে sex করেছিল কারণ বাচ্চা produce করা দরকার ছিল তাই ৷ Horrible.

(For Me, the most practical book on self-improvement I studied as a college student many years ago was the wonderful book THINK YOUR WAY TO WEALTH by Napoleon Hill; later, I studied the equally wonderful book LAW OF SUCCESS by Napoleon Hill and other excellent books on how to achieve success. Other wonderful books I strongly recommend are WORD POWER MADE EASY by Norman Lewis and equally wonderful books by Dr. Wilfred Funk and by Peter Funk etc. Many years ago, I memorized the following powerful sentence in WORD POWER MADE EASY by celebrated author Norman Lewis: "Semantics is one of the most important, if not THE most important, of all sciences." That is, we must always remain alert to the deceptive use of words because words are constantly used by unscrupulous individuals to mislead and deceive us. Another powerful sentence that I have ALWAYS remembered and applied during every crisis in My life is the following tremendous quotation from the very famous British astronomer John Herschel: "Self-respect is the cornerstone of all virtue.")
